Possible to change text colour on tooltip?

The top line of text in the tool tip for unlocking tech is a dark purple color which for me does not have the greatest contrast against the black background, a little color blind see.

Can it be changed or lightened at all ?

Please also consider changing the color for the description of Riot Ship templates; I tend to leave nose-shaped marks on my monitor when I try to read those.
