Is there a way to create your own galaxy layout?

Basically all I want to do is decide how planets are connected and have the rest be auto generated. Is this possible?

Not for AI War Classic. In AI War 2 the map generation code is moddable, so you could create your own map with some C# (or persuade someone else to make it for you if you aren't a programmer).
