Waves pay for Starships, Exos pay for Golems, CPAs pay for Mark V Guardians, Beachhead wave is half the size but has a beachhead.

Special forces should pay for H/Ks somehow. At least that would make sense. How much Special Forces would pay for the H/Ks would depend on the plot intensity.

Also.. destroying a Special Forces Guard Posts could decrease the size of the Special Forces by 1% or 2%. I think that could be interesting. They would still increase AIP of course.

Actually they don't ;)  The starships are an extra piece added on top, with quantity determined by AIP.  Similar to how spire cap ships are added to Spire Hammer waves, etc.

I think Starfleet Commander serves that purpose well enough.. but Starships ONLY.. hmmm that would be very annoying.

It does indeed pay for those.

In a lot of ways it's just two separate waves grouped together: one fleet ships, one starships.

Now, the AI gets all kinds of things for "free" (like half the minor factions and AI plots), but free H/Ks is a jerk move rivaled only by Astro Trains.

In this case, I'm not exactly sure about that.
It's not unusual for my mid-late game to have the SF get up to 100,000+ strength.
If it were buying the SF using Exowave rules rather than the current rules, I'd be WISHING it were still limited to just a few H/Ks.

More seriously, if H/Ks were added to the current SF purchasing list, I suspect we'd see the same problem we have with the SF getting very low-cap ships like Blade Spawners.  Eventually, those high-power low-cap ships are all that's left.  I very much prefer dealing with a large group of a variety of ships over the alternative of ending up with a half-dozen H/Ks and nothing else running around.

Oooh!  +1 like.  This would make Starship Commander much more interesting.
Once implemented, this could change to "A++, would get killed again".

Kind of like schizophrenic wave AI plot being applied to SF purchase logic?

I'd say this one made it further than the average carrier fleet against a chokepoint.
