Human Rebel Fighters (non-)sightings

One fairly common but low-key report during the 6.0-7.0 (and probably before) cycle is that rebel fighters don't show up very much, even on intensity 10.

I believe this is because, while their available strength "regenerates" fairly fast, they have some fairly persnickety rules about what range of human:AI strength-on-planet ratios and such indicate a time to get involved.

But it'd really help me to have some saves where you think a situation is going on (or can be speedily created upon loading the save and sending some ships on an attack or letting an impending wave hit, etc) where the rebel fighters should get involved but don't.

So if you wanna see more of these guys, donate saves to science :)

Seems like a silly question, but what are the intended ratios where they should get involved?

(personal opinion below)
As far as I can imagine, human resistance should show up whenever it looks like the allies will lose a defensive fight, with increased importance if its a ai force against a relatively weak planet (read: some of a wave broke past defensive planet onto other undefended planet)

I believe currently the rebels show up when the humans are attacking a planet, and it looks like the humans are weaker than the AI/going to lose.

I think this is a fairly rare situation since most of the time you attack with overwhelming force.  However, there have been several times the resistance has shown up and I've been very happy to see them.  :)

I do like that they show up more rarely now as opposed to before when they showed up constantly but in tiny numbers.

For me, the rebels have been behaving (for the last few games, at least). They show up occasionally at 4, and frequently at 10.
If warheads can't solve it, use more warheads.

 I really game the strength mechanic a lot so i get to choose when threat attacks me  and like that rebels show up about once an hour on 4.

Ah, well, the problem may have gone away on its own then, as basically my source here was your inclusion of the line "Resistance 10 (and they still don't show up very often)" at the start of several AAR threads.

I think it was the Firepower to Strength update.
If warheads can't solve it, use more warheads.
