Oh, on the resource stuff. I found energy was the big problem as I kept running out over and over. Having the pause all only affect constructors I think works to solve the problem with trying to focus resources on constructing the new energy reactor.
I never really had a problem with resources, though at AI 3 I probably didn't get killed enough to make it matter. My production far outstripped my ability to spend it. More play testing would be needed, but I think the use case that's going to come up is "I want this planet to get priority for resource for building" because it's the one under attack or with a wave coming in.
