If you're just sending transports it doesn't look like that alerts planets, unless I just wasn't sending enough transports in my tests.  I'm pretty sure it treats transports like it treats scouts it can see, shooting at them but not really caring that they're there for alert status.

I could be wrong but I'm almost positive that it treats transports as 1 ship in the system in terms of alerting it, regardless of how full it is. You would need a lot of transports to set a planet on alert I think, probably more than the cap for transports? Supporting this is the fact that AI Eyes don't react if you fly in with 1000 ships in transports to an enemy system with say 200 ships, it's only when they unload that they count as being in the system. This is pretty nice behaviour actually if you're moving through an enemy sytem with an AI Eye and you don't want to have to deal with it properly.

Well, it seems we have a tie between free never and always free on alerted planets, never free on non-alerted planets.

Should I do a tie breaker poll, or do you think you can work with this result?

I think I need to investigate the logic to see why it's freeing at all :)

Yea, that seems to be a good first step, figure out what is causing their erratic freeing behavior now. No one seemed able to explain what the current transport freeing logic is.
