When do deep strikes counterattacks occur?

How many planets is it again? Does it matter if the numbers result in the AI not being alerted?

Over four planets away from a friendly or neutral planet will cause deepstrike.  The only thing that WON'T cause deepstrike are scouts.  Also, it's a threat build, not a counterstrike.  So, you end up with free-floating threat, the more the longer you're there.

Yea, it spawns ships piecemeal on an AI Homeworld (iirc) and they just go straight into free (threat) mode.

Distance is measured from closest non-enemy system, not from closet players system.  So just clearing an enemy Command Station is enough to give you a longer reach.
