Two moderately "exploitive" oversights

Two things that are moderatley "exploitive", one for the humans, one for the AI.

1. 11905: Possible to build MK4 Scout at MSD without Adv. Factory (posted by Kronic)

2. Leaving one astro train station means cargo trains get "instant" cargo delivery (posted by Draco18s)

Number 2 needs fixed for sure, 1 needs fixed probably just because it's inconsistent. But, it doesn't strike me as super severe just because you can achieve the same effect with turning on full visibility. I believe full visibility doesn't actually penalize your score or anything either, so it's kind of like "Well, I'll eventually have full visibility" if you choose the free scout route. Again though, like, it probably should be fixed because it's probably not supposed to happen.
