Crazy EMP guardians

I've no idea if this is a bug, or the AI trying to apply some sort of suppressive fire, so I'm just going to put it up here.

So I was playing a pretty bog-standard 7/7 Random Mod/Random Mod game (note: contra the wiki, One-Way Doormasters are Moderate types, not Easier, and annoying as ****), with no champions, when I saw something for the first time in my admittedly limited experience saving the galaxy: there would be stretches where the AI would randomly detonate EMP guardians on its planets (and cause em to freak out whenever the warning appears, only to realise the AI emp'd its own planet). Has this happened to anyone before? And why does this happen?

I believe that they trigger whenever they pass through a wormhole, regardless of who owns the other side. I may be wrong though, I haven't played AI War in a long time, just now getting back into it.
I can already tell this is going to be a roller coaster ride of disappointment.

An EMP guardian always emits the EMP when it exits a wormhole.

When originally implemented they always made a bee-line for your worlds, hence the message.

Since then, mechanics with threat have changed that the threat-fleet mechanic has been added so it looks like they don't bee-line for the players worlds anymore, but the message still displays.

My guess as to what is happening anyway.

Don't they display the message if you have vision of a planet that got affected by the guardian? I was pretty sure that was how it worked.

Yeah, they explode whenever they pass through a wormhole. My question is, why is the AI spawning so many of them - and why is it detonating them everywhere except on my planets?

Special Forces, perhaps, or maybe threatfleet. Those seem like they would cause a lot of EMPs from a few guardians.
