intel bug?

My scout mk II just got killed on an enemy planet with ion cannon. When stydying the tooltips I find that they are still updated, with numbers changing, although I have got no scout on the planet any more - only its ghost is shown in the bar. This happened in the middle of a mp game, so I had no time to check up on it, but after 5-10 minutes it seemed to have stopped.

This is no big deal, possible not even somethiong you could exploit, but I guess you want to know anyway, so here it is.

Its sorta counter intuitive, but for some reason you know where any ships you have scouted are.  So if those ships you have scouted are moving from system to system the number will be updating based on those ships(but you won't see any info about any newer ships that have spawned)--Or at least that's how it used to work (I think).  Its a bit odd, but a side effect of how he stores the scouting data compactly iirc.

Yep, this is correct.  Any ships that existed before the Last Scouted Second will be shown, so with ships that are moving between planets that can cause some minor updates as they are shifting around.  That is on our list to look at changing in the coming months, but at the moment that's just how it's always been.
