I hope you realize that this won't actually be 4.0, this is just the first prerelease between 3.189 and 4.0.  We've been using 3.7 as the internal number :)

We ran into three or four unexpected bugs that derailed our progress for a bit, but those are all fixed now and now we're working on the last of the functionality we need to make this public.  That said, I'm on baby duty at the moment, and my son is making restless rumblings in his sleep.  So I might get called away in a bit to do a feeding with bottled breastmilk.  That would set me back another hour or so, but it's still coming out tonight, regardless.

Anyway, we'll keep you updated -- it's coming, this is just all super complicated. ;)

One of the greatest lessons for any developer/publisher to learn.  It took Paradox Interactive the better part of a decade to learn that lesson.
