The latest prerelease is available at http://www.arcengames.com/share/AIWar1202N.zip

That version is an upgrade from version 1.201, so you have to already have 1.201 (or greater) installed. Just unzip it into your game folder (usually C:\Program Files\Arcen Games\AI War\ unless you specified something else). Please make sure that your unzip process keeps the folder structure from the zip file, rather than just unpacking all of the files into the base target directory.

What's new since 1.202M:

-The way that the ship caps work in multi-home-planet-command station situations is now better.  Instead of multiplying the ship cap of all players, the effect is localized to players with more than one home planet command station.

-Drag selection now works properly when the cursor is over clickable objects like the scores list and the buttons and minimap.  Drag selection also now works better when dragging and scrolling the screen.

-Fixed a minor issue with the sound effects for the home planet command stations being hit.

-The message about player's home planet command statiosn being under attack is now a lot more specific, noting the exact planet(s).  This is invaluable for when a single player controls more than one home planet.


CHANGES FROM PRIOR PRERELEASES
--------------

-Previously, if one player had multiple home planet command stations and they gifted one of them to another player, all of the non-gifted home planet command stations controlled by the first player would be destroyed.  Fixed.

-There were previously some issues when selecting ships of disabled players, such as that the wrong kinds of ships could be queued in their docks, and ships created from a disabled player's command stations would come out as the local player's color instead.  Fixed.

-The lights on the planetary summary have been replaced with a less overwhelming iconic representation that conveys the same grouping data.

-Previously, gravitational turrets were still slowing ships while they were building and while they were in low power mode.  Fixed.

-Exoshields were broken in recent prereleases.  Fixed.

-Chat messages were being shown under the bottom buttons in the galaxy map.  Fixed.

-The scanline on the galaxy map is now 50% less frequent.

Started a new game.  Set my loop build for my first star dock, set the rally point to roaming defense.  As soon as teleport raiders came into the system, everyone froze.  no more moving until attacking ships were dead

I can't duplicate this.  Can anyone else?  Does anyone have a savegame that demonstrates this, or a map seed / build pattern that will result in it?

I updated to the new prerelease and I was still seeing the error I had earlier.  Turns out it was a corrupted install somehow.  Reinstalled the game.  reapplied the patch.  No more pausing ships.
