Scouts, scout starships and firepower

When you've got a scout on an AI planet, a human firepower of 1 is shown for that planet in the planetary summary (which is handy as you can immediately see on which AI planets you have scouting intel). However having a scout starship on an AI planet doesn't give you 'firepower' on that planet. Is this a bug or is this intentional?

You can put up the mobile military filter and any planet with just 1 ship on it is probably a scout. You can also just hit 'O' on the galaxy map and it will show you where every one of your scouts is located.

That's what I meant, but the thing is if you got that mobile military filter on and a scout starship on a planet, the filter doesn't indicate that you have a ship on that planet (whereas with a normal scout it does).

Hmm that's weird. I thought scout starships always showed up on the mobile military filter. I seem to recall they used to do this for me, but I haven't built many lately so that may have changed. I do agree it should be consistent across the board though.
