Flagship munitions boosting radius scaled with ship cap?

It looks like it might be being halved/double/whatever in radius, but I'm not sure. If the radius is being doubled/halved, then the amount of ships boosted is being quartered/quadrupled due to the area calculation defining the maximum number (unless it is defined separately). It certainly looks like a much smaller % of my fleet is covered in boosting on low vs high ship cap at least with flagships. I'd mantis this but I am not very sure that I have this correct and I was way too aggravated by the recent speed bugs to try much else explicitly.

By my testing, it's not so much range caps as it is that all munitions boosting ships seem to have a maximum number of ships they can actually boost, and that number probably scales with ship caps.

In the 2.xxx version of the game it was explicitly stated how many ships any munitions boosting effect could actually boost - don't know why they took that away if it's still the case.

Munitions boosters the ship has no limit as far as I can tell, unlike flagships.

If the radius is being halved per ship cap, that means it is (theoretically) boosting 1/4 as many ships, and thus is scaling too strongly. That's a balance problem that I was alluding to.
