Fallen spire progression

I wanted to check in and make sure I'm doing everything right. Built my first hub, along with a shard reactor, shipyard, and habitation center. No more messages though...I was expecting a notification, or timer, or something...Here is a save.

Did you clear the AI off the adjacent planets?

No, the planet with the hub is next to an allied planet, and two enemy planets. If it was required to be clear of enemy wormholes, I missed that part in the tooltips/journals (although I thought I saw it at some point...)

Is it only warp gates, or also command stations? (neutral is OK right? or must it be ally)

I thought I had it in the journal entry but I might have not been clear.

Anyway, I think you have to destroy the AI command station, it doesn't care about "auxilary" warp gates like AI eyes.  Neutral is ok, though colonizing it allows for more defense-in-depth tactics.

I went back and read. There is a note that building habitation centers allows the city to grow beyond the hub, but this only works if the adjacent AI planets are cleansed. I guess it was not clear that this was necessary, since cleansing the adjacent AI planets is attached to the seemingly optional choice of building a habitation center and expanding the city.
