I am pretty sure they are supposed to be able to.
Last time I used them, which was like patch 5.014 or so, they were able to.
That's the whole point of them (AFAIK), and why they cost so much K to unlock.

(I had restarted the game, which was at high caps, to lower ones, to save my poor cpu. But the results are the same: Starship cannot make units.)

Also, has anyone noticed that occasionally engineers try to assist the construction of Neinzul starships when they aren't actually building anything? Even pausing the starship doesn't fix it, I have to scrap it when that happens.

I would say this is more of a polish-before-major release issue. Have been using them in deep strike regularly before Fallen-Spire.
