We have only upgraded 50 or so out of the 220ish ships in the game. Scouts were not among those upgraded, as they were not crappy enough quality to be at the top of my list for Phil. There simply wasn't time or funds to replace the graphics for every ship in the game, so we had to pick and choose. Those that are somewhat borderline quality, like some of the scouts, will most likely gradually be upgraded over the course of the next months of expansion upgrades and free DLC upgrades.
