I support this idea. It makes sense for the AI to try and push its advantage. I don't think it would be a meter that fills, but rather something like the second one. If the player has lost enough ships in a short time, send in a big force to try and deal a coup de grace. Maybe launch a low-ish-timer exo/CPA or send in the special forces. The timer for standard CPAs are too large for this, I think, but it shouldn't be too short otherwise the human won't stand a chance having just lost so many ships.
