Current Version (8.0) Manual?

Does such a thing exist? I'm new To A.I. War, but beyond the tutorials I'm unable to find a manual.

There does not.

Unfortunately, there doesn't seem to be an in-game manual or encyclopedia either, so the result is mostly from what you remember. It is pretty intimidating if you haven't before or in a long while.

It's a little out of date (divide all HP and damage numbers by 100), but in general the references are good, and most of the advice is still OK.
If you want play tips and advice, the Strategy and After Action Report subforums have a lot of discussion.

There is sort-of an in game encyclopedia (check the reference tab in the statistics screen), but it isn't exactly tailored to exploring and learning about the game. It's more tuned to the use case of looking up an exact detail, and you know what detail it is you are looking for (not the value of that detail, but rather, what knowing mechanic or stat it is you are interested in). Certainly can still be useful, but it would be cool if it had an "alternate" view more tailored to helping one learn the game, in addition to the current "lookup chart" view.

I would consider this a reference sheet, or something useful if you already know what you are looking for.

I would consider a manual more useful to someone with a lot less background knowledge.

A true encyclopedia would be like what Civilization game series (or others) use. It describes game concepts, and has in game links to other concepts and related subjects.)
