Bought new expansion, Civilian spire leaders not spawning in games I create

Bought the new expansion (have all expansions enabled and spire leaders ticked) have tried a few games and spire leaders arn't spawning (explored whole map)

Is there something I'm missing or is this a new bug

Just tried a few times myself, and the SCLs are always there.
Note that as of a while ago they don't do their first-minute tick.

A save would be helpful for the devs, and I could at least try to figure it out.

uninstalled and reinstalled, not sure what the issue was before but running fine now
