Since AVWW is the focus, some major changes to the starships are probably out of scope for now. How about something simple for now, like making knowledge costs cheaper for higher marks, and have a more intensive rebalancing of starships later? In the meantime, we can talk about things we would like to see in the rebalancing, and maybe have some good ideas for the devs once development on AI War becomes the focus again.

Is the game balanced such that (assuming equal unlock cost) a full cap of mark X star ships is equal in damage dealing power and survivability to a full cap of the same mark of fleet ships?
It's been a while, but I recall targeting it so that a starship cap would have roughly 2x the HP as a comparable fleet ship cap, and half the dps.

While I'm not calculating it out fully, it sure looks like of the standard combat starships (ignoring riots) only bomber and antimatter starships have that sort of health.  Light starships/flagships, raids, and leeches all have less health for a cap of them than fighters/bombers/frigates on standard caps, much less 2x.  Raids I can see being low sense they've been a problem for players to defend against, and they're still useful - lights and leeches in particular die really often though, and while they're not particularly expensive for starships, a cap of them still costs more than a cap of bomber/frigate fleetships that has more health than their caps do.
