THe dancing normal ships probably are caused by the situation changing, since when I see it's usually attack, retreat, attack, retreat, attack, retreat as stuff gets blown up on both sides.

Here is a save with normal threat doing this. (I'm in a place with better Internet now)

Though thinking about it, the turrets being destroyed and rebuilt and destroyed...and so on may have something to do with it.
I only saw like two TDLs and one SF guardian there, and none of them moved, just kept firing on stuff in range until killed.  Is that the save you meant?

That's the right composition, but they were "dancing" a bit before I saved that save.

Maybe it was just the turrets beyond destroyed and rebuilt until the remains rebuilders finally died off or something.

If AI ships are doing.. pretty much anything.. for example.. if you have planet A and planet B. Your fleet is on planet A and there are 3 full CPA Carriers about to attack planet B. You move your (big) fleet to planet B.. you save and load the game. The Carriers will now go for planet A. But if you didn't quit and load the game again.. the Carriers would have attacked planet B. So loading a save file resets the commands the AI gave to it's units. That's why Keith isn't seeing that weird behavior in Tech's save.
