how does remains builder and clean up drones work?

i don't really understand something about remains builders.

the only time i see them doing something is when my turrets are blown into pieces, therefore leaving scraps lying around. They would rebuild.

but how would i get it to rebuild my destroyed ships?? or rebuild destroyed enemy ships? is that possible?
and if i have clean up drones on the same galaxy with remains builder, would this be counter productive? etc clean up drones cleans up remains so
remains can't rebuild  ???

Yes they save you 1/2 the cost of building from scatch your turrets and minefields

but how would i get it to rebuild my destroyed ships?? No remains to rebuild (so keep your expensive ships from dieing)
 or rebuild destroyed enemy ships? is that possible? No remains to rebuild (so use reclaimers and MRS/rally post to cap then repair)and if i have clean up drones
Cleanup drones have almost no value right now due to several game changes -- You used to send them into hostile systems to keep the AI from rebuilding the AI turrets [no more AI turrets] and AI minefields [still valid] and remove perma-mines [removed from the game]

on the same galaxy with remains builder, would this be counter productive? etc clean up drones cleans up remains so
remains can't rebuild  ???

Kind of repeating here, but...

-Ships don't leave remains, so there's nothing to rebuild from.
-Only turrets and some other immobile defenses can be rebuilt.
-Clean-up drones are only good for clearing minefields at this time.
-If you want to capture enemy ships, use ships that have the ability to reclaim, such as parasites or leech starships, then repair the captured ships with a Mobile Repair Station (aka MRS).

The remains rebuilders are extremely helpful simply by rebuilding your own defenses anyways. As for ships... try to keep as many of them alive as you can when you engage in battle. MRS or two helps a ton there. You're always bound to lose some ships though, and rebuilding them from your spacedock is pretty trivial. :)

thanks..i didn't realise i had some ships that could reclaim enemy ships. I always thought my remains rebuilder did the trick :P

oh well..there goes my MASS remains builder + attackforce + shield to take over the world

Until it gets balanced, just unlock the Mobile Repair Station (cost 4k Knowledge but is cheap for that price). It does practically the same thing only your ships very rarely die so there's very little need to rebuild them.
Force Fields are quite slow so you're generally better off leaving them behind for defence but there are times when they come in handy on offence. If you get FF Bearer ships though, fill your fleets with them at every mark level. Coupled with an MRS they make you pretty much invincible. This is why the MRS is being balanced.
