Can you see when exactly your threat starts ticking up?  Is the 60-second lockout at least working?  If so, a save from, say, 45 seconds in to a game that always leads to a threat blossom would be very helpful :)

Yeah, the threat doesn't start to climb until after the 60 second mark. it rises steadily and seems to peak at about 150 around the 2 minute (ish) mark. No where near as severe as the other report, but I haven't been able to deal with it haha.

I am rusty, mind. I've attached the save (54 or so seconds in, reproducible), hopefully it will be of some help :)

Additionally, we fixed the longtime issue of having at least a tiny bit of threat right at the start, simply by funneling those units into special forces during the first 60 seconds of the game

So for those, who are just joining you =), what does the above mean? What are "those units" and what is special forces?

it would've been cool to have the turtle AIs retain the ability to build turrets as per 3.0  ;D

also, why the rename from shields to armor? the change of function, sure, but the change of name... shields were cool!  :(

I'm sorry to say this guys, but the game is broken for regular play right now, regardless of ship cap level. You will inevitably be annihalated before the five minute mark due to neverending threat increase.

I can't do any kind of testing with this :( I've tried in every way to get around this, but building turrets is too expensive, and the few ships you manage to get up before the Mk IIIs and IVs start flowing in are miniscule at best.

From what I could see in short game everything just dies much faster now. This is probably effect of blanket 50% attack change and fact that armor always gets some damage in - shields were blocking part of it especially on heavily shielded ships.

Maybe instead of going into millions of hp with everything (starships hp looks silly now - they will become golems soon) lets try to re-balance damage again?

I have been playing for 25 minutes and no threat to me as of yet. 7.6 AI and a 8 AI. Random Moderate/Easier. One with hybrids.

I did have a high threat level at one point, but it went away. Maybe i got lucky with a golem?

It's referring to the threat indicator in the upper right, which is based on the total number of ships from the ai that are freely able to attack you at the moment.

Whatever I do I'm unable to enable high ship cap scale.

Regardless of options I always end up with normal caps.

Playing on concentric circles map I can see threat jump up to 300 and some time after that stream of ai ships comes slowly to me.

Yes, I tested on low, normal and high. It was most brutal on low where I had no chance to defend myself whatsoever. Normal left me dead after roughly 7 minutes and in my High game I'm up to 15 or so minutes, but steadily losing as threat keeps climbing.

What did you do to enable actual high ship caps.... when I change this option nothing happens... also setting to low still nothing happens. Trying to regen map and/or toggling expansions doesn't help either.

I simply set the ship cap settings in the lobby and then launched the game. The game then allowed me to use the proper ship caps.
