I have attached 4 files to this message. The first two are screenshots, the first from the lock-up, and the second during the re-creation of the bug. At the time of the lock-up, the AIWar.exe process had 15 threads and was consuming 399MB of RAM. 955MB of RAM were free and the page file was sitting at 1.05GB. Both CPU cores were at 100% and the game had to be terminated from the task manager (on the client system too, and I apologize for not having a screenshot of the F3 debug info for the client system).
The saved game ending 090713A is prior to the bug. Grabbing one of the blue fleets in Tintho and sending them into Kaburn and up to the nearest command post will set into motion the events that are shown in BUG1.sav. To re-create, we brought that fleet up, and once they became engaged in all the tractor beams, one of the tractor beams was targeted and destroyed. In the first case, this led to 10-15 second stalls prior to the lock-up that required game termination. BUG1.sav is a re-creation saved before the game completely hangs. You'll know the bug is about to happen when the tractor beams start firing off the side of the planet screen (as seen in both screen shots).
