This is happening to me too.

By the way, a slightly simpler workaround (found on the steam forums for another game) is to find and rename the 40400_install.vdf file in the application directory. That'll be somewhere such as: Steam\SteamApps\common\ai war fleet command\

Then when you start up, it won't do any checks for first-time procedures. I tried this and it work wonderfully on my machine.

Steam decided today that I had none of the 3 installed, but abatishko's fix worked perfectly. Thanks a ton for that fix, abatishko!

I never had this issue on my girlfriend's machine (demo only) but when I installed it on this one it happened constantly for the first couple of days (demo, then full game) but now it seems to have sorted itself out.

I didn't do anything, really! Weird.
