Steam not creating Cache files?

My friend MalReynolds gifted me AI War recently, but steam is not creating the GCF files when i try to download it, and nor can i see the CD key because steam wont show it untill you download it...
I requested help on the Steam forums, i asked for a CD to be PM'd to me, if its possible you can do this?
You can ask MalReynolds and i can provide screenshots if you need me to.

Unfortunately, this is something that only Steam support can help you with, for any Steam game.  Developers and publishers don't have any insight into GCF files, or the way that Steam delivers its content, etc.  That is all proprietary and internal to Steam.  Sorry we can't help more!  Steam support ought to know what to do, though.
