No Plasma Cannon for my cities?

I started up a game and started to do the Spire campaign, but I ran into the issue in the image attached...

Basically, load up the save and select the (unfitted) Spire Generator and you get the error.

I don't know if this is a problem with my install or most installs, though.  I'm also not sure how to run an integrity check on the Steam install.

EDIT: Oh, for what it's worth, I don't have Ancient Shadows but I have the previous expansions.

Interesting.  That does indeed look like a bug in that it's looking for the expansion-4 images.  I'll need to fix that by making it reference something in the /3/ folder or just in the base images folder.

In the meantime you can work around it by installing Ancient Shadows; if you don't have a key you can just disable the expansion on the license keys screen: the image files will still be there for it to use.
