I guess the Feb2010 SlimDX doesn't work?  I tried using that version and the game wouldn't start?

Correct, AI War is version-specific on SlimDX.

All of these prerequisites were pre-4.0 only, and are no longer needed in 4.0.  No prerequisites whatsoever for 4.0: hooray!
