Knowledge is basically "mined" from a planet, rather than produced. If you think of it that way, the normal science labs can mine until 3000 has been mined, and then the planet runs out. The archive is capable of mining deeper and can keep going until the planet has had 9000 mined. If you don't build a science lab at all, you'll still get 9000 from an archive world (just takes a bit longer). And yes, both archives on one world is rotten luck. Might even be a bug.
If you keep the same settings and the same map seed, you should get the same results IIRC. Now if you go and change something (like turning on golems), you won't get the same results because there's more stuff to seed.
I've had 2 S archives on one planet before, it is actually a good thing as IIRC you get the knowledge twice as fast.

I can change a lot of the other settings and get the same 2 archives as long as I keep the scapegoat starting point. Thanks for the help.
