Cannot build riot modules

Can anyone elaborate on how you built riot ship modules? I built some ships, I'm in my own system but they are all red. They also all show that there are some of the modules deployed, but I have never built a module myself. Could these be auto built perhaps somehow?

Do you have supply in the system?  Even if you have a command station you don't have supply if it's been nuked or there's a coprocessor.  And if you don't have supply those buttons will be red, iirc.

For them already having modules, if you picked one of the existing templates when queuing the construction they'll come out with that loadout.

Yep, and you can even make your own templates.  I've got a couple set up.
