Starship constructor => scout starship.
Command station => sup tab => tachyon drone.

Mines use the same cloaking as other ships, so look for the tachyon beam ability.
If warheads can't solve it, use more warheads.

Of course, you'll need something that can actually SHOOT the mines as well. But the Scout Starship or anything else with Tachyon emission will detect the mines for other ships so they can shoot them.

Fighters clear mines pretty well via the face-check method.

Zenith Starships are decent for actually destroying the mines you've detected.  They're tough enough that it doesn't matter if they run into mines, and they get a damage bonus against mines' refractive hulls.

edit: the best way to deal with AI Minefields is:
Scout Starship + Military Ships + Clean Up Drones (The AIs seem to be rebuilding the Minefields)

That's usually how I do it.

If the AI ever used massive minefields like some humans do, I'd probably investigate other means.

Are the AIs supposed to be able to rebuild/repair the destroyed minefields? Cause I'm pretty sure they do that.

Yep, one of the few remaining uses for AI remains rebuilders.

This is why cleanup drones are needed if you truly want to get rid of those mines.

Cleaning Area Minefields is a must. Otherwise you will lose ~200 ships every time you go trough that wormhole.

Check to see if you have a ship that is immune to mines.  That will greatly aid your cleaning.  Otherwise, what the others have said is correct.

Is the AI finally rebuilding mines?  I've never seen them do it (but I haven't played a game for a while).
My other bonus ship is a TARDIS.

If they have a remains rebuilder around on that planet that is relatively close to the mines, they will.
However, it doesn't seem like the AI moves around remains rebuilders as aggressively as it does its engineers to find stuff to assist. But it is kind of hard to tell as remains rebuilders are cloaked.
