ASRs and Captive Settlements

In my new game, with 80 planets and complex ships this time, every ASR I have found (2) have had an captive settlement on the same planet. How do you deal with that? This basically forces me to protect the planets or incurr a hefty AIP penalty, but they're not in eadily defendable territory. :( Should I just let these ASRs be? The settlements are probably due to one of the AIs being an Entrenched Homeworlder...

Depends: do you have to take them (to disable core shields)? If so, take one and neuter the nearby worlds, then throw a high tier FF and your CS next to the captive settlement and throw up enough defenses to discourage casual intrusions. You should also be prepared to handle incoming CPA threat, but if you save taking it for last (ie, after a cpa) you can then blitz the homeworlds and go for the win without it being much of a problem.
