I'm still not following this logical jump where you go from, "I've not received any news from Valve," to, "Valve must mean to tell me something by their lack of news." It's Valve. They'll probably reply in six months without so much as a mention of the time it's taken them to get there. And in all likelihood, they'll respond positively. All the evidence points to this. To assume anything else is to not know Valve.
As for "giving people something so they can move on"... if, as you imply, Valve's lack of response is equivalent to a rejection of the notion, then there's no need for Arcen to do anything further - they have, by simply communicating the facts, given you your answer so that you can move on. Or are you saying you can't have closure until someone at Arcen lies to you about it?
