You know how you would graph points on a numberline? It's a filled dot on the date the question was asked, with an arrow pointing to positive infinity. On that day or any future day, it will get done. Now, to calculate valve time, all you need to do is remove roughly the first 20% of the measurable estimated maximum time it can possibly get done.
What's 20% of infinity? Leave that to the mathematicians. As far as I know it's impossible.

Again, my point here is not that Arcen has to do it. Of course they don't. I just think all the people waiting and waiting and waiting on this deserve some kind of answer either way so they can move on.

As more and more time passes I think it becomes more and more apparent to anyone who really thinks about that the likelihood of this happening is just very slim. I mean if Valve were actually commenting and saying they are working on it that would be one thing, but if someone keeps ignoring a question then you really need to assume the answer is negative.

Someone at Arcen just needs to make an executive decision and assume that for all intents and purposes Valve is not going to do it the way that they want and then go from there. Maybe that means issuing out new keys for people who ask or maybe that means saying 'Sorry, we tried and we just weren't able to get it done' but either way at that point all the people waiting all these months can finally move on.

It just seems beyond silly to keep asking someone something over and over and over and assume that the option is still on the table even though you're not getting any feedback at all.

And I hardly feel that Arcen being up-front with their customer base and telling them the truth is something to be condemned. If you would prefer them to lie to you in order to pursue another course of action which may prove equally as fruitless, then I'd consider your position to be pretty non-standard.

I'm not condemning being up front. I am just saying I personally feel the time this is taking is beyond reasonable and the fact that they are not getting a response on this although they keep asking does not seem to be a good sign at all. I just think people waiting should be able to finally move on is all. If Valve won't make the call and say either way whether they will do it then I personally feel someone at Arcen should just assume Valve's non-responsiveness all this time is a negative as far as registering all their existing keys and then go from there so people can move on.

I'm still not following this logical jump where you go from, "I've not received any news from Valve," to, "Valve must mean to tell me something by their lack of news." It's Valve. They'll probably reply in six months without so much as a mention of the time it's taken them to get there. And in all likelihood, they'll respond positively. All the evidence points to this. To assume anything else is to not know Valve.

As for "giving people something so they can move on"... if, as you imply, Valve's lack of response is equivalent to a rejection of the notion, then there's no need for Arcen to do anything further - they have, by simply communicating the facts, given you your answer so that you can move on. Or are you saying you can't have closure until someone at Arcen lies to you about it?

I don't think it's unreasonable for Motoki to prefer us saying "we give up, sorry" to "we're still trying" after all this time.  We're not quite to that point yet, but we're closer than you might think ;)
