Now this issue has been around for quite a while, and it's quite major, but hasn't received much dev attention, so I think it merits mentioning here: http://www.arcengames.com/mantisbt/view.php?id=10785
This bug is pretty much single-handedly driving me away from AVWW2, because my mind keeps throwing out thousands of ways in which this can mess up my games, or make them, well, not-"real" games.

Sorry, had not had this bubbled up to me. I can confirm that this is how it is intended to work. Craggy highlands are mountains -- in other words, they are "soft barriers." Unlike water or similar, they don't just stop you outright. And unlike the enemy towers, they don't require you to get NPC involvement. Like real mountains, they just take a while to traverse.

Well, maybe you could make that clearer in the game? That might be a little confusing to the players (just saying ;)).
