Lonely settlement

How do I get new people to come to my settlement? Not that I really knew what they were doing...I would assign them to buildings and such. But they didn't take kindly to the bats, which I guess nibbled them to death.

Once you reach a certian level (something under 10)  You get the order: rescue NPC.  It costs 200 TU and some green shards.  You have a settler carry it out just by clicking on the rescuable settler icon (which is a white kneeling person with a black border) at the location of the stranded NPC.  You can find rescuable settlers at neutral illari stones underground and at wind shelters.

My settlers that would normally carry out such an order have been turned into bat-food.

There currently is no way to recruit new settlers to an empty settlement.  It will be added eventually.
