Too many buoys

Alright, this is getting a bit non obvious...

What does it take to get a sea square with shallows to stop being rainy? :)  See attached image for my flabbergasted-ness.

For further humor, I'm becoming convinced you CAN'T remove the wind from the shallows...

Final update on this... a windbreak with it in 'range' will actually cure the issue, but the buoy's won't.  I don't know if I will need a combination of the two.

This is working as intended -- buoys only solve turbulent water.  Ocean shallows are considered land, and are under windstorm status rather than turbulent water status.  You can build wind shelters on ocean shallows, and use ocean shallows to canoe across certain parts of the ocean without having to use as many buoys.

Hm, alright, but wind shelters should probably have the restriction that they have to have non-windy land next to them, as it appears a lot of shallows are off-shore.

I'm not sure I follow -- the idea is that you could build the wind shelters offshore, because otherwise you'd never be able to project the protection way out into the ocean.  Wind shelters only make the turbulent water that is directly adjacent to land actually free -- so even with a wind shelter way out in the ocean you'll still need buoys if there are gaps of any substance at all.

Agreed, but it wasn't letting me drop a wind shelter on the shallows because there was no neighboring land that wasn't stormy... I'll try again with another wind shelter somewhere and see if I just was doing it wrong.

Ok, that's what what I was misunderstanding then.  We'll have to fix that -- good one for mantis.
