It's not sarcasm. There's this specific categories of tiny things, tiny touches to make sure you don't accidentally skip cutscenes. It used to be, you press start, it skips automatically, or you can't skip at all. Having to turn on the ability to skip scenes, while not particularly intuitive since I couldn't find it, is just as good as all those other ways. Like FF12, which lets you pause cutscenes, and then has you press a two button combination to skip them... or the traditional way of pressing start twice instead, or holding a button to skip scenes. There's even a game where if you go into the options menu, you can turn off the story so that no cutscenes play at all!
Basically I pay way too much attention to tiny and almost meaningless features of games and derail forums based solely on that. I just like comparing the implementation of little things between developers.
