How do I level up spells?

I'm level 11 now and frankly I'm worried about going into areas higher then level 8 or so I don't know if my spells will be powerful enough, it doesn't seem like there's been any damage upgrade so i assume I need to level them up but when I go to the gem crafting area the spells are still them same as they were in the beginning so how do I get them past like fire tough I and such or am I missing something extremely obvious?

Spells strength is based on Gem level, the areas start getting those level two gems at around level 10, so you need to go do some gem-hunting in higher levels than 8, when you go back to your crafting bench, you can make the new level spells. (check the descriptions in the tooltips for where to find specific gems)

You won't be in any trouble power-level-wise until level 20 or so with your Tier I stuff, just to add to what Olreich said.  So you have quite a bit of time to re-kit yourself with Tier II stuff, it's just not something to leave until level 19 or something.
