Right, don't get near that guy -- as with the first, keep a safe distance. Also check out the nearby tombstones for hints. In this case you need to go delving into the caverns under the surface tunnels you are in, and get some raw gems to craft yourself a new spell. Without crafting a new spellgem, you won't be able to damage that new blob.
