Can I give my spare 'A Valley Without Wind' Key away?

I got so fed up of waiting for Steam to  allow my  key  to be accepted and which was purchased before the game was released on the understanding that we would be able to  redeem it on Steam I ended up purchasing a second copy. 

My question is, can I pass my original key onto a friend seeing as it is now spare or is it linked to my name?
