[AVWW1] Crafting higher-level spells

So, I've got a few level 2 spells now, and I'll have more as soon as I get back to my settlement , but I'm already looking towards getting my hands on L3 spells.  I haven't fully explored the Big Honkin' Encyclopedia, which appears to have a full list of all the unlockables in the game.  Is there an unlockable I have to get past before I can craft L3?

I don't think so, but the easiest way to get to level 3 stuff is to kill a liutenant. That will raise the continent level by 1, also increasing the value of drops.

Don't you want to have spells at level 3 or 4 before you get near any of the lieutenants?
