Bat form takes heat damage in ocean chunks?

I didn't post this on mantis because I'm not sure if it was intended or not, but if you are flying above the ocean while a bat, you take constant heat damage.  I'm pretty sure it wasn't always this way.  I thought it might be there so you can't cheese your way across the seas.

Must be new as of 0.528 because I was flying above the ocean in bat form just fine a few hours ago with 0.527.  (I was attempting a crossing but decided it would take to long so I turned back.)

* Fixed an issue in the prior version that was causing players to take heat damage outside improperly, in places like ocean chunks and such.
