Are all rare commodities found in towers?

There's a region shown containing a memory stone that doesn't have a commodity tower. Is this a bug or do I just have to dive deeper underground?

That's a bug, there should always be a tower on the surface somewhere.  If you can post your save to a mantis issue, that would be great.  Thanks!
