Just a question

How do you expand into other territories? I know that you can place civic centers, but those have to be placed at least 3 territories away so how do you expand to a territory right next to you?
AI 1 = Chris.

AI 2 = Keith.

Easiest way is to put an offensive military building of some sort in there.  I'm going to make that clearer with the next build.  Thanks!

It is really confusing at the moment, but when you try out all buildings you will see that military buildings can be playced in other territories.
When Chris said it is like Risk he meant that. Place your "units" in a territory and it is yours.

Thanks for the answer, I probably could have figured it out given time but decided just to ask to hurry that process up. By the way what happens if the ai puts a military building in and then you put one in  the turn after?

It depends on which one of you finishes first as to who gets to keep the territory.  However, both of those are able to still function in remote territories -- they can't be built fresh, but they are able to "contest" the territory.  So then you can duke it out presumably and whichever building lives the territory will belong to.  If the AI finishes their building first but then you nuke their building via something remote, then it would flip to no owner until your building finished, and then to your building.
