Spire Hammer, Technologist AI, and capital ships

I was expecting grievous amounts of !!fun!! and was disappointed.   :(





So i should be seeing a Cruiser or somesuch in the first wave with this AI pick?  I only got a Frigate.  I am sad  :'(



Also found this oddity.  Fairly sure that the Vicious Exotic does not start at the same tech level as a Tech Sledge :-\

Ah, right, I need to update the Spire Hammer tooltip on that.  Basically now its extra stuff is computed differently per wave now.  It actually leads to way more !!!fun!!! once things get serious, but it no longer gets the higher tiers right off.

Though I could change it so it gets at least one of the tech-level-corresponding ships, instead of being stuck with a frigate until the budget gets big enough.
