AI HCS - Counter-Sniper?

Do AI Home Command stations have an unlisted counter-sniper capability?  They're listed as sniper immune, and counter-missile, but I'm noticing that my sniper turrets won't fire at emerging ships until they've gotten a fair distance away.

EDIT:  Or does Immunity to Sniper Shots imply an area effect?  I just noticed that Scout Starships don't explicitly say Counters Sniper Shots, but they do.

One other oddity I'm seeing:  The Cursed Golem seems like it might be partially affected by the sniper immunity.  When the HCS reinforces, there are often a few guardians that remain next to it instead of attacking.  The Golem won't fire on those until I manually order it to. 

An alternative explanation for this behavior might be that the golem only fires at "Aggressive" units unless it has specific orders?
