Title: 1.013 - No IV neighbors?

I thought 1.013 had the "no starting with IV neighbors."

Try this setup:
593261719, Realistic, 80 planets
Parasite home world (one player)
AI - Random Moderate/Easier 7.0
AI - Random Moderate/Easier 7.6
Everything on except Astro Trains
AI Progress 1 per 60 mins
Complex Ships, Normal Style, None (AI Modifier)

One adjacent planet has IV, and the top corner planet is another IV.

Hey Admiral,

Ion Cannons are no longer placed on planets adjacent to the player's starting location.

I can't find any mention of removing tech IV neighbours.

I believe in the relevant thread that this was discussed X mentioned specifically that he didn't want to remove Tech IV planetary neighbors, so he just removed the Ion Cannons from them since the upgrade left them a little too powerful when adjacent to starting planets.

Ah, very good.

I'd like a game start up option that says "maximum starting neighbor level" then too. That might be a per-empire option.

Aw, half of the fun is running into the higher-level stuff near yourself. :)

I'm definitely going to try living through having an IV neighbor next time. :)

I think Lightning Missiles are the trick there. Just make sure you get a strike in before the AI starts planning its cross-planet attack.
